Behavioural Targeting - Big Potential or Big Brother?

With behavioural targeting in place, a business can closely follow visitors to their webite: where are they?  What do they look at?  Where do they go?  This information can then be used to make sure the right people see the right ads at the right time.  But is all this a little too Big Brother?
